LEMOA has great advantages for both India and the United States, especially in the case of naval cooperation. The strategic agreement allows partners to mutually suspend their military and strategic assets, such as warships and other entities, so that they require mutual trust. It took nearly a decade to negotiate LEMOA, and the exercise somehow closed the trust gap between India and the US and paved the way for the other two pacts. But due to China`s clear and current danger, New Delhi`s strategic embrace is the obvious result. The Indian defense establishment has already deployed at least five U.S. platforms to the LAC – C-17 Globemaster III for military transport, Boeing Chinook CH-47 as a heavy helicopter, Boeings Apache as a tank killer, P-8I Poseidon for reconnaissance inside the country and Lockheed Martin`s C-130J for the airlift forces. India and the United States have signed the Basic Exchange and Cooperation Agreement (BECA), signed jointly with the two previously signed agreements, LEMOA and COMCASA. India and the United States have already signed three important core agreements: the General Security of Military Information Agreement (GSOMIA) in 2002, the Logistics Memorandum of Understanding (LEMOA) in 2016 and the Communication Compatibility and Security Agreement (COMCASA) in 2018. Esper and Secretary of State Michael R. Pompeo visited India on Oct. 26, less than a week before the U.S. presidential election. The duo met with their Indian counterparts, Defence Minister Rajnath Singh and Foreign Minister S. Jaishankar. The two countries signed a total of five agreements in the framework of the 2+2 Ministerial Dialogue. The Exchange and Cooperation Agreement (BECA) was the most notable of the bilateral agreements. The BECA agreement has been under negotiation between India and the US for more than a decade, with the previous UPA government concerned about its impact on India`s national security, given that the bilateral agreement also provides for India to share similar data with the US.
